RC Transfer of Ownership
When you buy or sell a used vehicle, the RC must be transferred to the new owner's name. Until then, the seller stays legally responsible for the vehicle.

Documents to keep ready
- Form 29 notice of transfer, signed by seller and buyer
- Form 30 application for transfer
- Original RC
- Valid insurance and PUC certificate
- Proof of address of the buyer
- Form 28 NOC if the vehicle moves to another state
- Form 35 or bank NOC if there was a loan on the vehicle
How to apply
- Seller and buyer sign Form 29 and Form 30
- Open vahan.parivahan.gov.in, choose Transfer of Ownership and enter the vehicle number
- Fill details, upload documents and use Aadhaar e-KYC where offered
- Pay the fee online
- Visit the RTO only if asked, e.g. for inter state transfer or checks
- Receive the new RC in the buyer's name
Good to know
- For inter state transfers, the new state may charge its own road tax. Check with the RTO before buying.
- Sellers: keep a copy of the signed forms and confirm the transfer is complete, or you may get challans for the new owner.
- Check for pending challans, loans and insurance on Vahan before paying for a used vehicle.
Common questions
Can RC transfer be done online?
Yes. Many states offer faceless transfer of ownership on Vahan with Aadhaar authentication.
What is Form 28 used for?
Form 28 is the No Objection Certificate needed when a vehicle registered in one state is moved to another.
What if the transfer is not done in time?
The RTO can charge late fees and fines, and the seller remains legally liable until the transfer is recorded.
